ABOUT THE EVENT

elrow Town is an annual London festival which has been running since 2017 and has previously been held in Queen Elizabeth Olympic Park and Trent Country Park. The event is returning in 2022 to a new home in Parsloes Park and we’re really excited to be coming to Dagenham!

 

elrow Town is a one-day ticketed music event taking place at Parsloes Park on Saturday 20th August 2022 and will welcome up to 22,000 ticketholders. The event will begin at midday and finish at 10.30pm. Last entry for customers will be at 6pm and we expect most of our visitors to arrive between 1.30pm and 4.30pm.

 

USE OF THE PARK

Visitors will still be able to use the park throughout the event build and takedown and on the day of the event. The event site will be within metal high hoard fencing, as shown outlined in black on the map. This is for health and safety and security reasons, while we have vehicles moving in and out and the site is being built. This area will be closed off from Wednesday 10th August until Friday 26th August 2022. There will be pedestrian walking routes on either side of the event site so visitors can still walk through the park. Visitors will be able to make use of the playground, lake, and nature reserve areas throughout the event build/takedown and on the day of the event. The access road from Terrace Walk to the old football pavilion will be closed from Wednesday 10th August until Friday 26th August 2022.


 

EVENT VISITOR TRAVEL TO AND FROM THE EVENT

To minimise disruption to the local community, we have used data to estimate how the majority of our visitors will be travelling to the event. Based on this data, we expect the vast majority of the audience to come via public transport, with the vast majority using Becontree tube station and a smaller number using Dagenham Heathway. There will be stewards and security staff monitoring the attendees on the way to and from the event. We will minimise additional traffic on the event day by encouraging our customers to use public transport instead of driving.

 

TRAFFIC MANAGEMENT

The vast majority of our guests will be accessing the site via the local London Underground stations however a small minority will want to be dropped off by taxi and fewer still may attempt to arrive by car. Previous events and similar shows tell us that very few people will attempt to travel by car but just in case we are putting in place a range of measures so that you are not inconvenienced by our customers. Below we have provided a detailed summary of how these measures may impact you.

 

HOW WILL YOUR ROAD BE AFFECTED?

The map below details how each road surrounding the park will be affected by traffic management measures on the event day (Saturday 20th August). All properties affected by these plans will have received a letter containing information about how their road is impacted.

 

 

Only residents of the roads highlighted in orange on the above map will require vehicle permits to enter their road on Saturday 20th August. These permits were posted to residents of these roads alongside a letter on Friday 29th July. None of the other roads will require vehicle permits for access on the event day.

DEALING WITH NUISANCE PARKING

To help ensure that your road is not impacted by event traffic, we will have a tow truck standing by to respond to nuisance parking. If you experience any nuisance parking in or around your street on Saturday 20th August, please call 01749 574 015 and we will dispatch the tow truck to remove that vehicle.

 

GALE STREET ROAD CLOSURE

In order to help our event visitors to travel easily between Becontree Station and the event site, a section of Gale Street (highlighted on the map) will be closed between 11am-midnight on Saturday 20th August. A clearly signed diversion route will be in place during this period. This closure is for safety reasons and is operated in conjunction with the Council and Police.


 

ACCESS FOR EMERGENCY VEHICLES

Emergency vehicle access to the local area will be facilitated throughout the event. The road closures put in place will not stop emergency vehicles from accessing properties surrounding the park.

 

ANTI-SOCIAL BEHAVIOUR AND LITTER

We appreciate that members of the local community might be concerned about levels of litter and anti-social behaviour on the event day. To address this, we will have the following staff and infrastructure in place. Security staff and trained stewards will be located at key locations to manage our customers both inside the festival and in the surrounding area. These staff will deal directly with any anti-social behaviour and there will be roaming response teams to act quickly should they be needed. Signposted toilets and urinals will be placed on the route between the closest underground stations and the park for our customers to use on the way in and way out of the event. A dedicated cleaning team will patrol the roads surrounding the site during and after the event. We want to make sure the event impacts you as little as possible, so please use the contact information at the bottom of this letter to report any issues related to the event so that we can send a response team as quickly as possible.

 

INFECTIOUS DISEASES

Given the recent increase in Covid-19 cases, the event will be risk assessed in relation to infectious diseases. We will follow the latest Government guidance for events and provide all reasonable risk mitigation to protect local residents, customers, and staff.

 

POST-EVENT RESIDENTS & STAKEHOLDER DEBRIEF MEETINGS

Post-event resident and stakeholder debrief meetings will be held at London Riverside Church at 2pm & 6pm on Thursday 29th September. Anyone is welcome to attend these meetings and no advance booking is necessary.

ON THE EVENT DAY (Saturday 20th August): To contact us on the event day regarding noise complaints, anti-social behaviour, litter, or any other concerns related to the event please call 01749 574 015 to get through to a member of the event team. This line will be monitored between 9am-midnight on Saturday 20th August.

 

On the Event Day (Saturday 20th August) you can also report these issues by text message or WhatsApp to 07394 351 828. This number will not be monitored on any other day.

DURING THE BUILD OR TAKEDOWN (10th-26th August): If you would like to speak to a member of the Event Team about an urgent concern regarding the event during the build or takedown period, please call 01749 574 015. This line will be monitored between 10am-4pm each day from Wednesday 10th to Friday 26th August.

STAKEHOLDER ENGAGEMENT

We recognise the importance of engaging with the local community throughout the planning process. With that in mind, the information below provides details on the event, detailing the work that we will be doing to limit the event’s impact on the local area and listing the ways in which we will be facilitating communication with the local community.

 

Community Liaison Manager

elrow Town London has a dedicated Community Liaison Manager who will be working alongside the Event Team throughout the planning stages as well as on-site at the event. The Community Liaison Manager is tasked with actively listening to feedback from those who know the area best and using this information to make the event as respectful to the local area and those who live in it as is possible. Communication with the Local Community

elrow are committed to ensuring members of the local community are kept informed about how the event may affect them as well as about ways to get involved with the event.

 

The following methods will be utilised to communicate with the local community:

  • Stakeholder meetings
  • Email updates
  • Letter drops
  • Posters on-site
  • Local community page on the elrow Town website
  • Local councillors and council officers will also be requested to use their existing local networks to spread information to relevant contacts.

 

Communications may include the following information: 

  • Details on traffic and transport closures
  • Details on external provisions (toilets, barriers, stewards, security, etc)
  • Post-event information sharing (lessons learned and what could be improved for the following year) 
  • Community projects information 
  • Event job opportunities

 

 

Stakeholder Meetings

We will hold at least one stakeholder meeting in advance of the event as well as a stakeholder debrief meeting following the event. These meetings will be an opportunity for members of the local community to hear directly from the team organising the event. At the pre-event meeting we will present our plans for the event, answer any questions and take on board feedback from local residents, business owners and any other local stakeholders who attend. The schedule of these meeting is as follows:

 

·        Pre-event Meeting - London Riverside Church on Monday 28th March. To make these meetings as accessible as possible two sessions will be held, one at 2pm-3pm and the second at 6pm-7pm. 

 

·        Post-event Debrief Meeting - London Riverside Church on Thursday 29th September. To make these meetings as accessible as possible two sessions will be held, one at 2pm-3pm and the second at 6pm-7pm.

Letter Drop to Local Residents

Approximately 3 weeks before the event a letter outlining key information about the event will be delivered directly to homes and businesses in the immediate vicinity of the park (the exact area covered will be agreed in consultation with Barking & Dagenham Council). This letter with include:

  • Key information about the event
  • Details of how to contact the Event Team, including a Residents Hotline number for during the events
  • Access to the Park
  • Traffic & Transport Management 
  • Security & Stewarding Plans
  • Waste Management & External Toilet Provision

 

Local Residents Ticket Ballot

We want as many people as possible from the local area to have the chance to enjoy the event, so we will be giving away 50 pairs of tickets to residents living within 1 mile of Parsloes Park. The ticket ballots for the elrow Town 2022 is now closed, but if you want to be the first to hear about the launch of ticket ballots for next year’s event, email uk.community@elrowfamily.com to be added to our community mailing list.

 

Local Community Fund

All donations collected via the guest list tickets for the event will be put into a pot to be donated to a local project or charity. We believe that the local community has the best understanding of who would benefit most from this donation so will be asking for recommendations from local stakeholders on who this pot of donations should be given to.

 

Fundraiser Prizes for Local Charities

We will keep a limited number of tickets available to give to local charities as prizes for raffles, auctions, or other fundraising events. If you would like to request a pair of tickets for your charity fundraiser, please email uk.community@elrowfamily.com with the details of your organisation, including where you are based.

Engagement with the Council and Local Authorities

elrow Town London will be planned in close consultation with the relevant teams at London Borough of Barking & Dagenham Council. Event plans are shared with the Council and local agencies (including Police, Fire & Rescue, Ambulance Services, the NHS, and Environmental Health) through the council-run Safety Advisory Group (SAG). We will meet with the SAG at least once in advance of the event as well as for a debrief post-event.

 

We will also be in contact with Ward Councillors for the local area to provide them with information about the event and address any questions these councillors may have regarding how the event could impact their constituents.
